I set things up so I could see 3 of the V tracks and the first A track at the bottom. I set things up exactly as you suggested, with 6 Video tracks up top and 6 Audio tracks beneath. So, I did a search of the manual, looking for 2D scroll, 2D timeline, etc.
So, looking at page 43 of the manual, it gives some clues as to the use of the center mouse wheel/button, but does seem to leave out some details, and makes no mention of the fact that some of the usage is affected by the View menu Enable 2D Timeline Scroll option.
